Flow rate determines cylinder speed of extension and retraction and therefore, the speed of blade movement. Flow control valves increase or decrease flow rate by means of an adjustable internal orifice; the smaller the orifice through which the oil is forced to flow, the lower the flow rate to the cylinder.
